new tank syndrome???

i think....i have new tank syndrome. I have a 20 gal that has been up for about six months and i am unable to achieve normal levels in the tank. Does anyone have any thoughts as to how i can stop this from happening. If you need any information in order to give advice let me know.

nitrate is at like 900ppm right now just checked it it is not even on the chart and i did a water change today.
