I'm not sure I get your drawing there...if the yellow is substrate, that's not enuff by a long shot. What you want is mostly open substrate, but you DO want some rockwork so the fish feels more comfy and of course, for filtration.
A 20L is about 30" x 12" x 12", and has the same footprint as a 29. A 29 is just taller (18" high), so you do have additional volume, altho the space for this type of fish is the same, so in a sense, you're not truly gaining any space, but the additional volume is always better. A 30L (36" x 12" footprint) or a 40B (36" x 18" footprint) would be even better for this fish.
A good aquascaping for a "long" tank would be a LR structure in each rear corner or an LR structure mostly on one end towards the rear and sloping to the center rear. We use #3 or #1 grade aragonite as a substrate. The #1 would be great for a ghoul as they do burrow. Depth should be 2" - 3".
