Agree abotu teh evaporation, disagree about the power consumption?
The fan will cool the tank more cost effectivly than a chiller.
I still use both... a 1/5hp JBJ and a small hood fan. The fan keeps the hot air from my lights (in a hood) from heating up the water, and the chiller does what the fan cannot handle.
I also think that the rock in your tank DOES count b/c hot rocks do contain heat and are part of the system. You need to cool the water so that the water can cool the rock.
