New urchin, info welcome

So my father in law brought home an urchin, where he got it i dont know, but apparently thought i needed one. it is quite pretty in person, the picture doesnt show it too well but the tips (what few remain) of his spines are a deep purple. once they grow back out he will be stunning. the thing is, i dont know a whole lot about them other than they will knock things over and they eat corraline, both of which i am fully prepared to accept since it is such a nice urchin(or will be). So my question is, if anyone happens to know what kind of urchin this is, or any info at all it would be great. im sure he came from the atlantic, as i live in FL and its too far of a drive for my father-in-law to have gotten it from the gulf.

I'm not really great for ID'ng stuff like this unless I take a while to sit down and track it down, but um, it doesn't look healthy.

Is it possible he got it at a bargain bin in a store? Or is he out by the sea and probably brought it home? If it came right from the wild I might advise QT before putting it right in the tank, sometimes stuff from right off the coast can bring in some nasty bacteria etc that your tankmates might not be ready for. Just a word of caution, but sorry can't help you more with the ID.
 
definitely came from the beach. he's lookin better and his spines seem to have grown a bit in the very short time ive had him.
