When he says " Keep in mind that it is not self-priming, so you have to make sure the lines are filled with water (primed) before turning it on."

Does this mean if I wanted to use this to say vacuum my sump I'd need to submerge the inlet side of the hose, lift the hose from the sump and then can place the outlet in say a filter suck and use the inlet side as a type of vacuum hose?

I think that makes sense, kind of :x.
 
Probably easier just to use the intake side of the pump itself for suction in your sump. Do be careful as pieces of rock, sand or small snail can damage the pump/impeller as with any pump.

If you want to have tubing attached to the inlet and outlet and use the tubing for suction, the inlet side of the tubing AND the pump both need to be 'flooded' with water before you can turn the pump on and for the pump to start pumping.
