New zoas not getting enough light?

So, I bought some zoas about a month and about a week ago, and I haven't noticed any new polyps. Only longer stems. So, I was wondering if they just aren't getting enough light. It's a 37 gallon tank with four 31w HO t5's. Two of the 10K and two of the actinic. And since I don't want to start another thread. Is my leather coral looking healthy? It just looks too cone like to me. And sorry for the bad pictures and the hair algae. I really need to clean that rock.:o

All parameters are good.
Livestock: longnose hawkfish, clown, sixline wrasse, and a missing firefish. Inverts: 2 peppermint shrimp
no additives.
Flow, probably not enough, 1 unlabeled powerhead, HOB filter and canister filter filled with live rock only.

Are your bulbs older than 12 months? If not, and they are reef bulbs, not a problem.
Not enough flow, like you've said, to begin with...
Listing all your params would be a good way to start here.
If you want to use a canister I would prefer to fill it up with some good ceramic rings instead live rocks.
You actually don't need a canister when you set the tank properly.

My bulbs are all within 2 months old. So hopefully that's alright. I have a ph of 8.2, and 0 of everything else. And I'd really like to lose the canister filter, but unfortunately I couldn't use my 10 or 15 gallon tank as a sump because of how the cabinet was built. I'm hoping I'll get rid of it and make a custom sump relatively soon.
