If live rock has been out of water for over two months obviously it is no longer "live". My question is, does the now dry rock need to be cooked in order to be put into a brand new tank that has not even started the cycle process yet?
You need to wash it out. Power wash it if you can. Get as much of the gunk out as possible. Once they are very clean I would add them slowly maybe like 10 lbs at a time and keep an eye on parameters just to be safe.
I took out a large piece of live rock because it was covered in GSP and I sat it outside in a rubbermaid container for a couple of months and when I would do a water change I would swish it around in the old water to remove the sand and GSP from it. I don't see any reason why it would hurt if your just cycling your tank.
