Nikon wont set white balance

Ok here is the deal, I was out of the hobby for awhile and now I am back in . I tried to take some pics of my corals tonight and my Nikon D40 will not let me adjust the white balance . After 1:30min on the phone with NIkon it's still not letting me adjust the white balance. Does anyone have any idea on what I can do.

Press the WB button and turn the rear command dial

OR

Go to the setup menu and change it manually

OR

If everything fails, do a 2-button reset.
