Nitrogen Cycle for SW

Below is my very first reading, On December 24 I added shrimp to run the cycle. After adding the shrimp the ammonia and Nitrite went up. Couple of days ago Nitrate also went up a little but today all the reading is same as my first reading and the Nitrite is still 0.25.
1. My question is, is it normal or I should try something else like adding Instant Ocean BIO-Spira or Tetra SafeStart or simply wait.
2. My skimmer is not producing anything and I'm guessing its normal as there is no fish waste, please correct me if I'm wrong with suggestion.

How large is your tank and how big of a shrimp did you toss in? Unless you were using rock from an existing tank and it was already cycled, having uncycled live rock cycle in just over a week is almost unheard of. Usually a cycle takes anywhere from 3 to 6 weeks.
 
My tank is 75gl and I'm trying to start it.
Last time I took the reading on Jan 1 and the results were same as my 1st reading. Today, just now I took the reading again and the result is really surprising. Its

Ammonia: 0
Nitrite: 0
Nitrate: 5
Pls advise your conclusion about it.

Is it ready to add some live stocks. What live stock I start with. One of my local fish store advise to add snails and crabs in the beginning and continue to add slowly for 8 weeks. Pls advise.

I also read somewhere that I should add 1 snail or crab for each gl of water, is it correct.

Can you please also advice on my skimmer question below

Can you describe your set up in a little more detail. Did you put dry rock or live rock in the tank. What filtration are you using? etc....

I added the live sand. But not the bagged one. I got it from local fish store how keep it in circulating water and with some fish.

I added dry rocks.

Also have a sump with skimmer and a foam filter.

The tank is continuously running from last 4-5 weeks.

I'm planning FOWLR.
