From my experience, they do not affect your animals as they are there to mimic natural moon light conditions.
However, most people decide to keep these on anywhere from 1-3 hours after their regular lights have been turned off.

I used to keep mine from 10pm until 6am... though that was my preference.

Probably not. It really depends a lot on just how bright the moonlights are. I've seen some pretty bright ones.

It's more likely that the moonlights will mess with critters that want to sleep than with critters that want to be nocturnal.
