It is or was submerged too deeply. There is water in the airline as a result. Raise it up so the water line marked on the skimmer is 1/2-3/4" above the actual waterline. Unplug the skimmer. Turn the air adjustment screw completely closed. Plug the skimmer back in, after about 10 seconds, slowly open the screw 3-4 full turns, this should get most of the water out of the airline. The only way to get it all is to dissassemble the skimmer and start again, but short of that the steps above should get most of it and within a week the remainder should come out.
