Non Agressive Puffer and Trigger

Generally agree with xanthichthys triggers but reef safe is a relative term. Most will attack shrimp and crabs. Peffers may be ok with other fish but will eat everything on the reef. I thought my dogface would eat the galss one day.
 
What type of low aggression are you looking for. Low toward fish, low towards inverts, low towards corals, ect... Blue Throat tiggers are nice and they leave pretty much everything alone. Any puffer you try to house is going to have to be fed something with a shell on a regular basis to help keep its teeth from growing together. My Porcupine was fine towards everthing except snails, but I wanted him to eat them.

I can relate, my porcupine and green spotted puffers did that all the time.
 
my bluethroat trigger pair never bothered shrimp or crabs, so that's at least one data point of confidence.
