Northern part of Gulf of California

I have lived in SoCal for many years but just noticed that the northern part of the Gulf of California is rather close to Arizona.

How is access to the northern part of Gulf of CA from SoCal?

How is northern Gulf of CA like in terms of seashore creatures? It is warmer than the waters of SoCal?

Is it interesting for snorkling and collection of live rocks?

Is it legal to collect some rock and bring back to US?

I haven't dove there, however I know that a lot of Arizona divers would drive dive to collect. That was years ago. My understanding is that the water is warmer, but it's still full wetsuit territory outside of summer (5mm-7.5). I'd not only double check on the collecting laws but also on the current driving conditions. Please let us know what you find.
