Not a stupid hair algae question

Is there a way to completly rid your tank of the hair algae? I have been trying to starve it off, and you can tell it is dying, but after it all dies is there a way to actually keep the spores from coming back. Or is it like once you have hair algae you always have hair algae? The tank ahs been set up for about a month and i know it is probably normal and it will go away in time. I have no nitrates and no phosphates but i have a 175 20,000k Halide over a 15 gallon tank running for about 10 11 hours. I know if i cut it back it would help. But i am trying to refrain from taking out all my rock and scrubbing it. I have snails in there but they don't do anything. They are the cold water turbos so they don't really do to well.
 
Your tank is just breaking in right now. No need to stress about it. If your nitrates and phosphates are really 0 then you're fine. Just make sure you are using RO/DI water and the tds is 0. Keep your water parameters in check, try to get some chaeto in the fuge if you have one. But other than that it should go away by itself.

What size tank is it?
