ocellaris clown aggression

ive got a 20L reef with a good amount of rock work and a small selection of corals. ive got 1 firefish and 2 ocellaris clowns. i had only one clown in the tank for awhile but then i added another. i counted on there being a little aggression but it hasnt let up. no serioius damage is being done. the newest clown is not getting nipped at all and it is eating just fine but he never comes out except to eat cause the other one chases him. any suggestions? would adding another clown help?

I would not add another one. They would both get chased around, and possibly chase each other. It also wouldn't be a good idea because of tank size.

I would let them be. They are establishing themselves as a pair.
