Not at all. Those people need to eat and these fish are what's most available to them. Commercial fishing for human consumption is HUGE over in Asia. Kinda like we eat hamburgers (poor cows). And the number of fish taken out of the ocean for our enjoyment isn't even a speck when compared to commercial fishing for food.
Bad choice. Tangs eat too much plant life and taste like romaine lettuce. I've seen blueface and other large angels, piled like cordwood, being sold for pennies. Its common for people in many tropical areas to use rare anthias and similar fish for bait. (rare in our hobby, not on the reef) I once (many years ago) caught a sailfish miles offshore from the Keys using a Sargassum (Redtail) trigger for bait. Caught the trigger while fly fishing for dolphin (the fish, not the mammal) along a floating weedline. On the way in, we stopped to catch enough yellowtail snapper to pay for our gas; the trigger was on a kite line when the sailfish hit.
A little more on topic: One thing that needs to be done to save the reef is teaching beginner scuba and snorkel divers not to let their damn fins hit the coral with every kick.
