Saw a dried sea fan that I thought would look nice against my background, are these ok to use in a fowlr? Generally, are these collected responsibly? Dont want to encourage irresponsible collection.

They are not collected responsibly and it will start to rot if you put it in your aquarium. If we are talking about the gorgonian seafans that are elastic. If its a stony type it should be ok thogh i doubt you can get thoose for sale (im refering at the precious corals).
I used a seafan as a backdrop in a fowlr many years ago; it was kind of twiggy, brown in color. I used it for many years, fish chewed on it, etc. Finally got torn up enough I took it out. Never did anything negative as I could tell. Not sure how big of a tank you have, but you could always use something like this from Living Color: https://secure.livingcolor.com/shop/product/gorgonian-harp-484/
Putting dried or bleached collected critters into a marine tank is not a good thing. If they don't rot they get algified. Wait and get the real thing that's alive. Unless it's a starfish, which is not reef-friendly.
