My new Puffer has been in QT for two weeks now. He is very active and seems happy but was showing a few signs of ich on one of his fins, so I immediately began Hyposalinity. When I began the Hypo, the ich spots disappeared overnight and were gone for a few days. But yesterday I noticed that he has new ich spots on a few fins...Is this normal during hypo? I plan on keeping him in hypo for three more weeks, maybe four more. He is at 1.010 right now but I was also wondering if I need to go a slight bit lower, like 1.009?

As I said before, it seems to be a very mild case of ich and is not affecting him in any other ways.

Yes that is normal. That is a part of the lifecycle of the parasite. The feed, fall off, breed then reinfect.

.10 IMO is fine, leave it there.

Your salinity may be too high to effectively treat ich. What are you using to measure the salinity? Check the salinity not the Specific Gravity. Use a salinity of 14ppt. Measure with a refractometer. Plastic hydrometers are usually too inaccurate. Check the pH daily and buffer as needed.
