ORA Hawkins has ribbed tips

Anyone have any idea whats going on with the tips of this Hawkins Echinata?
Are the tips normally supposed to be rough like that or smooth like the rest of the body?

I've had it for about 2-3 weeks, that tight skin look just recently developed...
