Well if his ac uses 240 than it won't work if it's missing a phase.

I know this, I was just trying to narrow down if it was the entire building with an issue or if it was just his place. :D

I had this same issue in December, power to half of my house was out and the electric range did not work. The issue was there was a corroded connection from the drop to my meter. (from the pole to the house). I called Com Ed and the replaced the bad connector at no cost.

Call COMED
when I had the same problem it was on the pole behind the house they came out and fixed it free

Comed came today and they are going to have to replace the line from the transformer...which requires them to dig up my back yard and of course the transformer is on the exact opposite side from my meter...at least it shouldn't cost me anything.

I'm not exactly sure what they are doing other than replacing something from the transformer to my meter and it requires them to dig...I'll get more details tonight when they do it though. I had an electrician come to the house this morning as well to check inside (he is a friend) and he is actually who talked to Comed...

I know...I never thought they would show up so fast either...They were there in less than an hour. I'm just happy this isn't costing me anything...well almost nothing, I'm sure it's going to cost me to fix my yard.

You may want to check with the village to see what type of agreement they have with Com Ed. Some towns require utilities to make your yard whole again.

When NiCor tore up my parents front yard to replace a gas line for the people across the street, NiCor re-sodded my parents yard. They also did it for the other people in the neighborhood that had their gas lines replaced.
