Article here says you can't buy or sell [California] abalone. You can give it away if it's obtained legally.

Problem is that there are not enough small abalones off the coast, and DFG is trying to get the density higher so that the abalones can breed. They are broadcast spawners and even though there may be a lot of larger abalones in the water, they need to be at a minimum density to be able to reproduce. Seeing that there are few smaller abalones present means that they are not reproducing successfully.
