Overflows not filling

I just set up a new 180g tank. The tank is an AGA 180 with two overflows. What I'm noticing is that the two tank overflows are not filling. The one on the right is about 3/4 full and the one on the left is only 1/4 full. What could be the problem?

Is water draining to sump???? I know its not to the stand pipes if it isnt full but is the h2o draining from lower somehow????

Water is going into the sump. The level in the sump is constant.
 
Fixed it. What an idiot I am. What I neglected to mention and I just realized was this..each overflow has to holes drilled in the bottom of the tank. One for the overflow, one for the return. I plumbed this tank in the non-traditional way. Rather than putting the overflow standpipe in the larger hole and the return back through the smaller hole, I'm using both holes as overflows. The return is pipe external to the tank and comes over the back edge. Well since I had the standpipe in only one of the two holes, the water wasn't filling the overflow box. I put a 3/4" pipe in the smaller hole and presto, the boxes filled.

Maybe I shouldn't LOL, I did basically the same thing setting mine up -- didn't put in the standpipe, but did put in the return pipe. You know, the floor drain technique -- once it started clogging, I figured out what that nifty Durso thing was for.

That said, I sell money, I couldn't engineer my way out of a paper bag.
