Ozone is an oxidizing agent and being that phosphorus is in a pretty high oxidations state in phosphate, there really isn't any thing ozone can do to affect the phosphate levels directly.
It's not clear how ozone would affect the phosphate level. Injecting ozone into the skimmer is probably not the most effective way to go. These articles cover more on ozone, including equipment:
