Paly problem

So what would you guys say is the problem here? They are literally about two inches long right now. Normally I would personally have no doubt it was needing more light but there are a lot of other corals at this height that are not doing this. Any thoughts or opinions are welcome, other then light I really have no idea whats going on here and have never seen a paly stretch like this before. Thank you in advance for any help.

Not all corals are the same, some require more light than others, place the palys somewhere higher up in the tank. Side note: you have a cyano problem I'd recommend you take care of that. :)
 
Lol, cyano problem is probably understatement of the year. I guess I should have been more clear, I have the parent colony and have had it in the same par area as this frag is in. So I'm really undecided about the lighting, the parent colony has never stretched like this. This picture is of a frag in a different very young system that is still going through algae cycles. The light over the parent is an led and the light over this one is one 10k t5 and an actinic t5, both brand new. The frag is roughly 18 inches from the light and about 8 inches from the cent if the tank.
 
The flow is two large power heads and a return in a 55, personally it looks like pretty good flow to me. He is using .001 ppm water not tap, it's not ideal but I don't really think that's the problem. Phosphates I have no idea but will probably take my test kit over tonight and get a good reading on params.
 
Low light. Little more intensity would help.
Direction of light isn't helping much because it's location.
Spectrum isn't good.
Try to give some more blue to it.

I'd bring it up several inches every 3 weeks or so, once moved let it settle if still reaching keep moving up gradually. If it shows stress, starts bleaching move 1 level down. The polyp will tell you when its happy.
