PAR38 LED Bulb Choice for Refugium

Morning All -

The refugium in my new tank build has been up for about 10 days now. It has Ulva, Chaeto, and Halymenia (Dragons Breath) in it at the moment. It is approx. a 12" cube. I got this "Apollo Horticulture" bulb on Amazon, Based on some recommendations I saw around the web about the red/blue spectrum and that it was also very similar to the Reef Breeders "Fuge Light" but about 1/2 the cost.

It is 24w and consists of 630nm, 660nm, and 460nm LED's.

My chaeto is not doing well, each day there is a little bit of die off on it. The others are not dying and it is too early to tell if they are really growing. I have it hanging about 12" off the water line.

I am wondering if my issues are related to this light and its spectrum, its power output (too high or too low), or something totally different such as having a newer tank without enough nutrients, not having enough flow, or something else.

Should this lamp be ok for growing macros? If so, is it potentially too powerful for my small fuge?

Can anyone point me in the right direction? If the lamp is suspected as the cause of my issues, and recommendations on another LED refugium bulb that is known to perform well would be awesome.
