Parasitic Pods? I need help please.

A fish came in today with black leetch/lice looking things all over the fish. I couldn't pull them off with tweezers. I tried a freshwater dip and nothing so I tried a saltwater bath with Fluke Tabs and nothing. I tried to get a pic but it is tough to see them. They are about 1/16" in size and I am not sure if they are above or below the skin. Anyone have any ideas?

I should also note that even though I can't tell if they are above or below the scales they protude from the fish, the one on the left side of the tail shows how far they stick out.
 
You can try the FW dip but I would return the fish. If I'm not mistaken, that is a juvi bi-color parrotfish. They reach up to 30" in length, eat algae from between corals sometimes injuring or feeding on polyps as they go. They also eat coral rock and poop it out as sand. Their beaks continually grow and it is difficult to keep them from overgrowing in the home aquarium. All in all they have a dismal survival rate in captivity. If the fish is going into the 50 gallon in your signature, the tank just isn't big enough. you will need something more along the lines of 300 gallons. Sorry if this isn't what you wanted to hear but I hope it helps you.
