Passive swimmer recommendations

I have a juvenile clown who bobs around in the corner, a Firefish who only comes out of the rocks at feeding time and a Royal Gramma that hangs out by his little rock outcrop. None of which really swim around the tank much.

Earlier this week I put a juvenile clown, Pajama Cardinal and White-tail wrasse in QT. Other than the wrasse none of these fish are really swimmers either.

So after this batch comes out of quarantine I'd like to focus on more active swimming fish. What are some recommended fish who are active and passive?
 
Fairy & flasher wrasses, fang blennies (unlike most other blennies, these guys spend 90% of their waking lives swimming all around in the water column IME), Halichoeres wrasses (just be careful housing them with small mobile inverts, IME yellows seem to be the most well behaved), hardier, sociable anthias like lyretail, resplendent, dispar etc.

+1 on fairy wrasses. My flame wrasse is always out in the open swimming around. I also have a trio of blue reef chromis that are pretty active as well.
 
Can different species of wrasses be mixed in a tank (73 gal.)? I have a White-tail wrasse currently in quarantine.
 
Yes, most wrasse can be housed together as long as they are introduced in the right order. However it depends heavily on the individual fish !
