PC light issues

So someone suggested that I might be able to just replace the ballast on my light to fix the issue, so I wanted to get some opinions on the issue. Here's the deal:

We bought a 24" coralife 2x65w PC fixture off a guy at the C-sea frag swap. The one base/bulb is perfectly fine. The other blows out bulbs in about 2 weeks. The back of the bulb facing the reflector gets a yellowed color to it. The prongs on the bulb are all corroded.

At first I thought the issue was that we didn't close the plastic cover all the way and some salt spray got in there. We put in a new fresh bulb and I made sure the plastic cover was closed all the way. The fixture is pretty far above the water so it's tough to get salt spray in there to begin with.

Of course 2 weeks later, the same thing had happened. We put in a 3rd bulb a couple days ago and it's currently running.

So what do you guys think? Could it be the ballast?
 
It could be the temp .... is there fans in the unit? If so are they working? If not you might want to change them out.

Other thing, there could be a short inside the unit coming from the ballast, then there is always the ballast.
 
I don't think it's the temp. There are fans and they don't seem to get exceptionally hot. Lots of room around it. Plus the other bulb is perfectly fine.

Maybe I'll have to take the thing apart tonight and check the wiring...
