It depends on what size the tank is.
Coral banded shrimp can be very territorial and need a big enough tank so there's room for them and others.
IMO, a minimum of a 30 gallon tank is enough for both
you could, but with cautions, i have 20 skunk cleaner shrimp and 20 scarlet cleaner shrimp in my 125 mix reef, and a pair of banded shrimp over a year now and they seems fine. no death occur....yet!!

It depends.... probably the difference is the location of the person with the animal. Lysmata amboinensis from the Indo-Pacific has several common names, many of which are used in the trade interchangably w/ the common names of Lysmata grabhami of the Atlantic, including Skunk-, Scarlet-, and White Stripe- cleaner shrimp. They look very similar to one another. Around here, they are sold as "skunk cleaner shrimp." Lysmata debelius is sold as the "blood shrimp" or "fire shrimp," although I could see people calling them "scarlet" as well. L. debelius is the one that is mostly red in color and is from deeper water, and doesn't seem as keen to clean in the aquarium as the skunks.
