Phosphate in DSB?

I am fighting high phosphates and cannot get my tank below 0.1ppm (hanna meter) even running tonnes of GFO.

It's a 2nd hand setup that wasn't maintained 100% by previous owner.

The DSB in the sump looks sketchy. It has quite a bit of non-sand material in the top layers, including a few sulfur beads. Yes, that also looks like a piece of green goldfish gravel.

I removed a spoonful and sat it in a cup of fresh NSW. PO4 went from 0.00 to 0.25ppm in approx 8hrs. Is this proof of leaching or is it more likely that the weird looking stone chips (fresh water gravel??), etc are not suitable and dissolving PO4 in the water and I should remove the DSB asap? :spin2:
