Hach seems to be the PO4 recommended most over on the Chemistry forum. (Although a Hanna meter would probably best...albeit pricey). I have no experience with either myself. The problem with PO4 test kits is that most only measure inorganic phosphates and not organic phosphates. I used a Salifert kit and it always read 0. The fact that I found myself cleaning the glass every other day told me I had a phosphate issue regardless of the test kit results. I added a phosban reactor and used 1/2 the recommended amount of media and within 2 days I didn't have to clean the glass nearly as often. I now clean it once every5-7 days.
It might be best just to look at the tank and ask yourself, do I see algae? How often am I cleaning the glass? Your own judgement may be the only phosphate kit you need.
