im sorry, but that most defiantly looks like ich on that fishes fin.

I agree...

If I had not done 3 weeks of cupramine at .5 and had flukes that cleared up mostly with Prazipro I would have no doubt he needed another copper treatment.

I am just posting this to hopefully get some ideas on what else it could be. Someone said eggs from flukes....????not sure if that is possible.
