Picking up a used setup, need advice.

Are those safe for use in the sump or should they only be used when connecting fittings outside of the water? Stainless steel doesn't rust, but how trustworthy are those clamps to be truly all stainless steel?
 
Thought I'd put up some progress pics. If anyone has any suggestions of my setup before I start to slowly add corals, please let me know. Thanks!

This is how I have my plumbing setup...I have a ball valve dividing 75% of the water to the skimmer section and 25% water to a refugium. The 20g long sump I made has a return in the middle with a bubble trap between the skimmer section the return.

Most everything was running in a bare bottom tank in my basement for the last month so I wasn't expecting a cycle. But just to be sure, I let things sit tight for a while and tested the basics to make sure all was good.

I think I'm going to get more rock and build up the right side...at least that's the wife's suggestion. (I'm glad she's now somewhat vested...may make future purchases easier. Yea right.)

I was pretty comfortable that the numbers from my tests so in went the fishes. In my research, I read quite a few posts of future fish I want that like to jump so I created a screen for the top of the tank. Not sure if it'll work, but it makes me feel better, and doesn't block any light.
