Pink spotted Goby and a Mandrin Goby

So can I keep a pink spotted watchman goby and a red mandrin goby in the same tank?

Mandarin are not actually gobys. You should have no problem keeping both fish, assuming you are aware of the feeding requirments of the mandarin dragonette and have the appropriate tank.
