I think you should ditch the bulkhead idea.. its just an accident waiting to happen (if something gets stuck in it). Just lower the baffle that the bulkheads were going onto to the level that you want the water.

The baffles need to be at least 2" apart each. Otherwise they are pretty much a waste of time (depending on flow).

Also I am not sure how you have concluded that your water level will be where you have drawn it.

The water level will be the height of the lowest baffle. Secondly the return compartment baffle may dictate the water height in the return area. This again depends on the flow, and may or may not dictate water level height in this area.
