Please help my baby Porq puffer...

Hello, I have a baby porqupine puffer and he ate alot of raw shrimp the second day I had him(3 nights ago). The next morning his fins and head had white spots all over him. I then changed the tank over to hyposalinity over 6 hours per LFS(he said that was aggressive but all other fish were fine). Now he has white film over his eyes and little dangly type growths hanging off his skin. He is trying to hang on. Spends most of his time laying on the tank floor breathing but every few hours shoots up to swim for a bit. His fins are covered and his skin is filmy as well as his eyes. I have water at 1.008/9, melafix, copper and formalin in tank(all minor amnts). All other fish are doing well(2 clowns, snowflake eel, hawk fish, 6 line, goby). Please help this little one survive. Suggestions? Do you know what this is??? He has been swimming right now, more than the last 2 days. Looks terrible tho. THANK YOU!!
 
Sounds like ich which is a common ailment of stressed fish. Hypo is the best way due to not using any type of chemical. However you did go to hypo too fast and likely stressed it out more. You will have to stay at hypo for 6-7 weeks to kill the ich cycle. About all you can do now is hope for the best.

And hypo should not be combined with copper. Please see this.
 
I hate to tell you; but all of your fish are in serious trouble because you did not quarantine the puffer. I'd read the ich stickies above and make plans to treat all of your fish in a HT/QT. I'd really have a long look at the disease stickies above before getting any new fish. Mixing Melafix (which does nothing) with formalin and copper is a huge mistake.
