Can someone please help ID what my powder blue has? ICH or velvet??

Give us some history on the fish. Have you added any new fish or inverts to the tank ? How fast did this show up ? Any scratching? How long have you had the PBT? I would say velvet . But I would start treating for both . I would Use TTM but begin with a dip in formalin product . And if me I would begin copper treatment too , in each tank of the TTM .
