It's hard to tell from the picture, but it could be the start of ich or flukes or lympho. What is the history of the fish and is the fish showing any symptoms, i.e. flashing on the rocks or sand, eating behavorial, or twitching?
Based off that info, I would assume is more than likely beginning stages of ich or flukes. I would suggest to use Tank Transfer Method (TTM) for the ich and if flukes, treat with Prazi-Pro which can be treated while TTM is being conducted.
