Plumbing parts help

I have a bit of a problem I had a tank made for me including having 7 holes drilled. After getting it and hiring to guys to move it into my basement I was about to mount to bulkheads when I realized one of the holes for the closed loop is the wrong size. I had ordered a 3" hole to be able to put a 2" bulk head in place but he only drilled a 21/2" hole. The guy who built it for me is on vacation for at least another week so I have not had a chance to discuss it with him. But he is about 3hrs drive away and I would have to hire some guys to remove it from my basement and it was almost impossible to get it in the first place so the thought of trying to get it back out is a nightmare. So It looks like i have 2 options hope he will pay to have someone come to my house to re drill it or 2nd since I have spent over a $100 on plumbing parts for a 2" bulkhead is there a spacer or something I could use on a 11/2" bulkhead to be able to go from 11/2 to 2" on each side of the bulkhead
that way I could use all the 2" parts I already have( spa flex hose, Ts, elbows, unions and strainers )
Sorry for the long post but if you know where I could find this part it would help to ease my frustration.

Both Home Depot and Lowes have 2 X 1.5 adapters. Just went looking at PVC parts a few hours ago. They are dangerous places for a credit card :-)
