If it is just one eye - it is probably secondary to injury.
I would watch closely. Keep the water conditions pristine. Watch to make sure the other fish are not picking/nipping at the eye. Might consider adding beta glucan and vitamins to the food to boost the immune system and promote healing.

my cardinal has the same thing i put him in a 10 g qt and beed trying to give him medicine for it and cant seem to get him to take the medicine he will eat frozen food but wont take the liquid medicine

Antibiotics are for bacterial infections. I would not recommend giving unless there is an infection.
