If they look like a sprinkling of salt, it is ich. The picture is not detailed enough for me to determine if it is ich or lymphocystis. If it is "lumpy", it is most likely lymphocystis.

Here's fish lice on a puffer. For size reference that's a bamboo skewer running along side the fish at the bottom.
