posting picks from photo bucket

I was just on a thread pics of everything. And some photoes has a line and arrow pointing to an object in tank. How do I create lines circles in pics from photo bucket that i send here ?

On your computer go to start, then all programs, accessories, paint, file, and then open the pic you want. Then when you are done save it to photobucket.

What I have done is that situation (( and there might be an easier way )) is to open the picture in Paint (( on my computer )) circle and point where needed, then upload it to photobucket, and then post it.

Here is a someone else's picture that I had a question about. I saved the picture on my hard drive, opened it in paint, did what I needed to do and uploaded it to photobucket.
