Powder Blue/ eye problem

I have a powder blue in QT. On the outside of the eye next to the socket there is a white tissue looking material sticking out. This eye and only this eye seems a little swollen. If someone has an idea that would be great. Tried to get a picture but not successful.

the closest thing to what I see is pop eye. But it is only one eye. And the material between eye and eye socket protrudes 1/16 th of an inch. Thanks !

If the water quality is good the popeye usually goes away..........

though unsightly, I have never had a problem w/ it when keeping the water up to par.
