Powder blue has ich or?

While I was at the hospital has our first baby my powder blue came down with ich or something. We were at the hospital for 4 days. I had a friend come feed them. When I got home I noticed the dust starting to form on his face. I got the salinity down to 1.008- 1.010. It has been a week now the white spots are more and starting to get brown spots/blotches on the lower fins. Last 2 days it has been hiding behind the rocks swimming. This morning only came out the get a couple of flakes of food. Nori is in the tank, but don't come to eat it. I took some pictures this morning to see if it is ich or something else because nothing has improved with hypo salinity.

It's hard to tell from that photo, not real clear. You say he's hiding behind the rocks, guessing it's your display tank. If it was live rock, the hypo might be killing the living critters in the rock.

It's possible it's marine velvet, that also looks like white spots. If I remember correctly, smaller white spots. It kills very quickly & I believe hypo doesn't work on it. Google it to see if this is possibly what it has.

Agree that a better picture is needed for diagnosis. However, based on your description of a dusty appearance (although the head looks like it might have some small white dots), and the fact that the fish is hiding, indicates possible velvet infection. Hyposalinity will do nothing against velvet. Chloroquine phosphate in a dedicated QT is the recommended treatment.

[edit] I see you've uploaded a better picture. Difficult to determine, as I don't see a pronounced dusty appearance. Does the fish have a golden "sheen" to it when it is viewed head on? Any flashing, or hanging out near powerheads?
 
It is hanging out in the rock slowly swimming it looks like white powder sugar looking from head on. How fast can I bring the salinity back up to treat the velvet? It is hard to get pictures when its behind the rock work.
 
As far as I know Chloroquine Phosphate can also be combined with hyposalinity. In any case I would not go any higher in salinity than 1.016 during the treatment.

What he said. When was last wet item added to the tank?
 
Tonight when I got home from work I also noticed white string starting to hang off the bottom. nothing new except a coral that was in my biocube. The fish in there are fine. No signs of sickness or anything.

I just got the salinity back up to 1.018 and start cupramine. This morning the bigger white spots are leaving and he is swimming around a lot more active then the last few days.
 
As I was bringing up the salt bigger whites came and after cupramine they left. The really small stuff is still there but the fish has seemed a lot happier today. Eating again and swimming normal. Maybe it's just a fluke that he is more active today
