Probably very basic, x10 constantly clicking

This is probably so basic I just missed it, but I'm having a problem with a module constantly clicking on/off.

I set one of my halides to turn off if the tank temp exceeds 82 degrees. Once this occurs the appliance module keeps clicking on and off every few seconds. I assume there must be somewhere to set how long the module stays off before the ACII checks again to turn it back on.

I've tried to stick with a very basic set of parameters, turning the lights on and off at set times, and turning lights off the temp exceeds a certain amount.
 
Under the timer menu, there is the repeat interval menu. This is where you set how often the controller updates the modules.
 
Ok, got that figured out but then discovered another problem. Some of my modules won't turn off. Even when I go through the manual settings they won't respond.

I bought the whole package used and I'm hoping its not a problem with the controller itself. Is it possible that several of the appliance modules have gone bad? There doesn't seem to be any reason they would not work. I've tried signalling them on different circuits and powerstrips, and plugging different items into them. Even tried reentering their codes. This is my first time using X10 so I'm not entirely certain, but should they default to the ON position? Only 2 of the 5 modules are responding even after powering down/removing battery to restart.

Any ideas?
