Proper placement of a wave box in a 70 gallon.

I currently have the larger of the two waveboxes in my 70 gallon aquarium, but I can't seem to get a wave at all. I do have the wavebox against the overflow as opposed to the actual side of the tank, so there's a loss of about 5-6 inches there. The top of the wavebox is currently sitting an inch or so out of the water, previously it was an inch or so below the water.

Lastly, there is a rock about 6" in front of the pump itself. Should I move this rock?

I'd like it to produce a 1" wave, and on a small 70 gallon, this seems as if it should be doable.
 
The height of the wave is dependent on the length and width of the aquarium narrow longer aquariums give bigger waves.
The best position for the Wavebox is at one end of the aquarium facing down the length.
You will improve flow without rock work close.
 
Try placing it against the side wall, you will likely need to use the front corner to avoid rock work, on a 4ft tank I would expect a 3/4" to 1" wave to be the maximum, especially with a corner overflow.
