Protein skimmer without a sump possible?

You can get HOB skimmers however if you can manage to go the sump route it will allow for better expansion in the future for more equipment and look much tidier. Biggest issue with a HOB skimmer will be mircobubbles (especially when its still new, once its run it they will settle but will still be present) and a much more limited selection of skimmers.

To better assist with skimmer recommendations we really need to know what size tank do (are) you have/getting?

It could be between 20, 29 or 40 gallons. I have not really decided yet. These are the empty tanks I have in my garage.

Do you have any recommendations?

I'd be more inclined to go for something like the Reef Octopus NS80 hang on for the 20 or 29. Being a screw mounted HOB rather then relying on suction cups its less likely to drop in the tank, especially as it gets older and rubbers harden. It's the same price as the one you linked.

Or depending on your budget stepping up to something like the Reef Octopus BH50 or the Reef Octopus Classic 100. IMO you are better off spending a little more at the start to get the better skimmer then replace in 6 months time.
 
I've had the eshopps 75 hang on , it worked fine until the impeller broke. The company eshopps mailed me a new one free as it was only 6 months old then it just stopped after a year.
 
I used a Reef Octopus for a year before upgrading to a sump. While I will never (EVER) go back, the hang on the back RO did an outstanding job with very little maintenance on my part. I'd recommend it.
