Puffer fish in reef tank

I have a very young porcupine puffer. I attempted to introduce him to my fish only tank but he was very unhappy and depressed and would wedge himself behind the hob skimmer arm and just stay there or sit on the bottom. When I moved him back to the QT tank he was happy and eating again. My qt is only 40 gallons. Obviously not the best tank for a fish that will grow to be fairly large, so my question is, what are the chances he will cause issued in my reef tank. My fish only had three fish, all very dominant, and my reef tank is comprised of mostly anthias and yellow tangs. It's a very low key tank. But I also have a blood red cleaner shrimp and a skunk cleaner and two coral banded shrimp in the tank. I also had a coral banded (very small) in my fish only and he did not bother it.
In the fish only there were crabs, snails and hermits, the same as in my reef tank. He didn't bother them either.
If it were just as simple as putting him in and then getting him out I wouldn't even be asking but my reef tank is filled with corals and has substantially more hiding places in it. Getting him out may prove, uh, very difficult is putting it lightly.
Is there anyone out there who has had success with a puffer in a reef tank? I'd really like some opinions on this. I don't want to have to take the little guy back to the store. My reef tank is also larger than my fish only tank so there would be more room as well. Not that he was lacking in the other.
