Puffer Problem

I woke up this morning and my dogface puffer seems to have some white sort of cottony stuff on his eye. Any idea what it could be?

bacterial or fungus.
First check his water: alkalinity? 8.3 is good. ph 7.9-8.3. Low nitrate, no ammonia. ONce those things are certain, if it doesn't get better immediately, he needs to be in a hospital tank getting treated. And puffers have special watch-its with treatment. Ask in the puffer forum.
