Yes, they can be cleaned.
Have you never cleaned it?
Shut it off.
Disconnect it from your plumbing.
Remove from sump.
Take out the screws from the face plate.
Pull out the impeller.
Place the impeller, faceplate, and pump in a container large enough to hold them and fill with white vinegar.
Wait an hour or two (your tank will be fine) for the vinegar to dissolve calcium build ups.
Reassemble, hook back up and plug in.
When you take the impeller out look to make sure none of the blades are broken.
